Jen Bhartiya – Sergeant at Arms

Jen Bhartiya has over 15 + years of military and government service combined.

Her assignments include 6 years of active duty Army serving in Germany and Austria as a US Army Transportation Officer, 2 years as a KBR contractor in Kuwait working in logistics operations, and 10 years of Army DoD civilian experience in Germany, Belgium and the USA. Her professional highlights include working at the Austrian Defense Department in Vienna, coordinating a multitude of international conferences hosted by the US Government in various European countries, and working on high-level visits for the US SecDef and US SecState for ministerial meetings at NATO while in Brussels. She has been assigned as the FORSCOM Liaison officer to the Pentagon since July 2013.

Ms. Bhartiya holds a Bachelors degree from James Madison University, and a Masters in International Relations from the University of Oklahoma. She is originally from Williamsburg, VA. She is married, has a 2 year old son, and lives in Arlington. She is active in the Fairlington MOMS club, and enthusiastic about joining the SPWA board.

Kate Sieve – Treasurer

Department of the Army since 2010. She has worked in programming and budgeting for the Army’s Equipping programs for G-8, Force Development and Assistant Secretary of the Army, Financial Management and Comptroller (ASA(FM&C)), Army Budget Office. She currently works for ASA(FM&C) Financial Operations as a Staff Accountant for Financial Reporting of the Army General Fund.

Ms. Sieve graduated Magna Cum Laude from George Mason University in 2010 with undergraduate degrees in Economics and Finance. She also graduated at the top of her class in her Masters’ in Accountancy program from George Washington University in 2013. She is a Certified Public Accountant (CPA) and Level 2 certified in the DoD FM Certification Program. She is married and she and her husband had their first child in 2016.

Dr. Pamela Clay – Vice President for Community Outreach

Dr. Pamela Clay is a senior financial management (FM) workforce development specialist in the Department of Defense. She supports the Department’s FM certification program, human capital planning, and workforce development initiatives.

Dr. Clay has over 29 years of civilian service in financial management, human capital, and workforce development and has held various positions in several agencies within DoD and the federal government. She has a doctorate in education from The University of Memphis, a master’s degree in education and a bachelor’s degree in accounting from Alabama A&M University.

Dr. Clay has also completed post graduate work in human resource management from The George Washington University. She is a graduate of the Federal Executive Institute’s four week program: Leadership for a Democratic Society and The George Washington University and Defense Information Systems Agency Executive Leadership Development Program. She is a teacher, certified facilitator, and a mentor.

Col Lasheeco Graham – Vice President of Membership

Colonel Graham earned her commission through the Reserve Officer Training Corps program upon graduating from Fayetteville State University in 1993.  Her career has spanned several levels of comptrollership, to include assignments at the center, wing, major command, Headquarters Air Force, Joint Chiefs of Staff and Squadron Commander levels.  Prior to her current position Col Graham was the Chief, Military Construction (MILCON) & Integration she lead two 8-person divisions managing critical weapon systems & MILCON programs through programming and budgeting.  She was also responsible for integrating $66B RDT&E, Procurement, MILCON, Base Realignment and Closure (BRAC), and Military Family Housing (MFH) appropriations into the AF budget

Col Graham is currently serving as the Director, Financial Management and Comptroller for the Air Force Reserve and is responsible for $5.1B budget  formulation, execution and funds control for Operations and Maintenance,  Reserve Personnel Account, and MILCON.  She is the principle financial advisor to the Chief of the Air Force Reserve and the Reserve staff on all budgetary and financial matters.  Col Graham defends the Air Force Reserve budget to the Air Staff, OSD, OMB and Congressional staffers.

Misty Cedano | Secretary

Ms. Cedano is a career civil servant with more than 19 years of experience focusing on organizational efficiencies and human resource (HR) services.  She is currently assigned as the Department of Defense (DoD) Honorary Awards Program Manager, Washington Headquarters Services (WHS).  As the Program Manager, Ms. Cedano is the DoD’s primary advisor and manager of Secretary of Defense authorized Honorary Awards.

Ms. Cedano was the Director, Personnel and Security, United States Mission, North Atlantic Treaty Organization (USNATO) in Brussels Belgium from January 2013 until January 2016.  She was responsible for the management of day to day human resources and administrative support, labor management, and security clearance operations in support of U.S citizens assigned to 11 international and 16 United States (U.S.) government organizations throughout eight different countries.  During her tenure with USNATO, Ms. Cedano was selected for a six month assignment to Kabul, Afghanistan to serve as the Gender Advisor to the Afghan Ministry of Defense to provide advice and guidance on the integration of women into the Afghan National Army and the Afghan National Air Force to senior Afghan military leaders.  Upon her return to USNATO, she was assigned to a special project as Human Capital Management Officer.  In this role she created the USNATO Human Capital Management Strategy for talent recruitment, acquisition, and management of USNATO manpower and personnel, in addition to International strategies focused on innovative approaches and contemporary solutions that supported the U.S. Ambassador’s vision for strategic placement of U.S. representation within the NATO International Staff and NATO Bodies.  Additionally she worked with Allied Nations, the NATO Military Committee, and the NATO Gender Office to identify, analyze, and codify implementing analyses and measurements of programs focused on integrated support for women and gender equality.

From 2011 to 2013, Ms. Cedano was the Director, Talent and Succession Management (T&SM), WHS.  In this capacity she served as the recognized authority and lead for the analysis, review, and development of program alignment options, policies, processes, procedures, tools, and mechanisms for T&SM practices for the 4th Estate Senior Executive Service.

From 1997-2011, Ms. Cedano held various positions in the Department including Deputy Director for Administration, Supply Branch Head Civilian Mariner Recruitment and Placement, Lean Six Sigma Business Strategy Analyst, HR Specialist and active duty service member.

Ms. Cedano received her undergraduate degree in Business Administration from the University of Phoenix and Master’s Degree in Organizational Psychology from the University of the Rockies, 2011.  She is currently pursuing her Doctorate of Business Administration in Industrial Organizational Psychology at Northcentral University.

Ms. Cedano was awarded the Navy Meritorious Civilian Service Award and Civilian of the Year in 2009.

Terri Schulze: Vice President

Terri Schulze is a senior staff accountant in the OUSD Comptroller Deputy Chief Financial Officer’s office where she directly supports the Assistant Deputy Chief Financial Officer (ADCFO) and supervises administrative functions, including the management of daily operations and hiring.

She oversees focused efforts in communications (external and internal) and the establishment of a project management office for the ADCFO. Ms. Schulze has held several key positions related to financial management in the Department of Defense to include management of a diverse support operation of 120+ employees. She has 20+ years in civilian service and 14 years in private sector.

Terri holds a Masters degree in Library Science from Kent State University and completed graduate classes in business and public administration from Central Michigan University.

She has completed the DoD FM Level 3 certification.

Terri has received numerous awards and accolades throughout her career to include the DFAS Civilian Achievement Award, 1st place winner of 2012 Central Ohio Federal Executive Association (FEA) Essay Contest, DFAS Quality Leadership Award, Finalist for Federal Woman of the Year for FEA Central Ohio, Finalist for 3 FEA Central Ohio nominations, Hammer Award from Vice President Al Gore’s office, and numerous Quality Step and performance awards.

Glenda H. Scheiner – President

Glenda H. Scheiner, a member of the Senior Executive Service, currently works in the Office of the Under Secretary of Defense (Comptroller). She previously worked for approximately 25 years in various Financial Management and Comptroller positions within the US Air Force. She began her career in 1987 at Headquarters Air Force Reserve Command.

Ms. Scheiner is a Distinguished Graduate of the Industrial College of the Armed Forces earning a Master of Science degree in National Resource Strategy. She also holds a Master’s degree in Public Administration from Georgia College and State University.

She is Level 3 certified in the DoD FM Certification Program, has DAWIA Certification in Business-FM at Level 2, and is a Certified Defense Financial Manager with Acquisition Specialty. She completed the Air War College, Air Command & Staff College, and the Industrial College of the Armed Forces. She is a graduate of the DoD APEX Senior Executive program and the Leadership Enhancement Program at the Center for Creative Leadership.

Ms. Scheiner holds numerous awards and has authored 13 professional journal articles. She is also an active member of the American Society of Military Comptrollers.She is married and has two daughters.

DoD SENIOR PROFESSIONAL WOMEN’S ASSOCIATION
GOALS AND OBJECTIVES

The DoD Senior Professional Women’s Association (SPWA) objectives are to expand opportunities for professional development, training and education for all DoD employees and to increase the number of women in mid- and senior-level positions in the DoD.

The Association was formed in 1977 to represent the interests of senior professional women and provide a networking venue for women in the midst of a significant DoD reorganization and anticipated reduction-in-force. Since that time, membership has expanded to include members from most DoD Components – OSD, the Defense Agencies and Field Operating Agencies as well as the Military Services.

In its endeavors to promote the advancement of women and support their participation in policy and decision-making at all levels of DoD, the SPWA has served as a forum for DoD professionals to meet and discuss issues relevant to their current work, their careers and their daily lives. The main venue for exchange is the SPWA monthly luncheon, at which senior Department officials and other prominent professionals speak to members and guests. Luncheon sessions are geared to increasing awareness of Defense policies, emphasizing professional development, promoting healthy life styles, and providing strategies for successfully managing family and financial responsibilities.
