Mips is not shabby, Apha and AMD cpus are all derivatives of Mips hypertransport pipeline which is over 5 ghz in speedy serial data transfer. It is also good at multicore layout on the silicon. It could have huge L2 cache. Mips famed for game console graphics data compression capability, should be great for net browsing.
But Arm being DSP will be even more efficient to handle multiple data streams on many carrier frequencies. ARM can also do multicore riscs. It just needs 3 hypertransport pipelines to L2 cache and USB ports to beat out Mips on analog data(compressed) transfer.
In communistic central planning organization, the resource management can be awesome. The whole country will be benefited very quickly. Whether they will export or not, depends on Hong Kong and Taiwan businessmen to distribute the product.
We hope that the worldwide distribution channels will cash in on this new product for the coming Christmas season? To sell better, it needs Google cloud computing extensions, and more toolbars and taskbars than other netbooks?

The mips used in HiVision maybe quite close to the R3000 used in Sony PS2 playstation. Sony had Linux kit(kernel 2.2.1) which can run PS2 as a computer with a TV(ntsc/pal). So, the chinese will probably run with older kernels and temporary(hotplug USB device) 2.6.x features such as udev. The other bonus is to run flash card with games ported over from your own old playstation 2. This mininote will get some Linux developers excited. Then they also still have the cheap game console form factor desktop barebones computer($90) of the same architecture for Linux lovers.
